But in conventional definition, terrorism is used where a network and organization is leveraged to execute the plan. A loony going on rampage with a gun in hand is not considered an act of terrorism even though outcome is as lethal. However in this case this person was apparently influenced by the ideology of terrorist organizations, so may well be considered an act of terrorism.
