Majority appeasement and minority appeasement is a matter of perception. You might perceive a law as majority appeasement, while I might perceive a law as minority appeasement. No law comes with text that says "This law is intended to appease so and so community". So if you have something to say that you can back up with facts, then go ahead. Otherwise, you're just playing a cat and mouse game here.
