eliminating or reducing role of luck in cricket

Is there any other physical sport where luck plays such a big role other than cricket? 

 

Luck can be anything..

be it toss, 

weather,

one cloudy morning/afternoon in a test match on day 2/3 can change the course

final day getting rained out when one team is at the doorstep of victory 

dew playing a decisive role in chasing in LOIs

 

 

Tests, ODIs, T20s.. no format can escape it.. Even the world cup semis and WTC finals are decided by weather ( supposedly a neutral venue where conditions favored NZ on both games and made it their home ground ) 

 

what can be done by icc/boards to reduce the role of luck..

 

dont want to go into the umpiring decisions as that's human errors which can be improved with more training for umpires..
