15 man squads in world cups

What kind of archaic rule is this.. how do the folks at ICC think that what worked in 1975s  60 over world cup will work in 2022 T20s.. Is the limit of 15 due to cost cutting? why not let the boards bear that extra cost for 2 or 3 players? we could have easily played Siraj in Perth today if we had a squad of 17.. ( obv couldn't play goods train patel ).. you don't have plans for bad weather ( no full ground covers ), no control over toss dependent pitches ( farce WC 2021 ).. wtf is ICC there for? to allow france and Italy play meaningless T20 internationals?
