For TN, Temple tourism and medical tourism greatly helps I think. UP gets a lot of tourists to Varanasi and Agra. Andhra gets a lot of tourists to Tirumala Tirupathi.

Shift from major city tourism, people used to visit Mumbai, Delhi have shifted to smaller places resorts, retreats etc

Good. Thats exactly how it works everywhere. Ontario gets to boast about development by getting funds from Alberta. 
California gets to boast about development by getting funds from Texas, etc. 

Entire Britain is pretty much London+ 3rd world economy.

Who is a domestic tourist? If a  person from a small village in UP goes to another nearby part of UP, is he counted as domestic tourist simply because he may have seen a local monument en route?

Domestic = India citizens. I guess Goa gets mostly phoren/firangi ones

My infographic was about absolute numbers, talking percentages is like countering on absoluite GDP were per-capita GDP. Statistics can be used to prove anything. HDI in Kerala is such as high-jizz  MSP for people, you should go there. All jobs are exported to other states, even for some mid-grade medical care Keralities go to Mangalore, Bangalore. I included Kerala in the list, but my intention was to point on Kashmir more than Kerala.  People have even danced on high HDI of Kashmir valley. India spends 10% of its revenue on J&K for a population that is 1%. 

 

If justifying investment on Kerala is like UP because it is backward and 3rd world, then I agree. But progressives point out Kerala model for all states which is laughable.

Singapore consistently Ranks high every year due to their pro business policies and invest nearly 2% of their GDP in R&D funding in Tech and research. They score very well in all the factors used in the methodology provided in the infographic above.

Singapore is a highly urbanized society, being a small country-city it makes it easier to govern things around.

Add to that the location of Singapore is right at the mouth of Malacca Strait. Its also a US ally so will naturally do well on these global numbers.
