what makes you think 8000 pm mole will not be corrupt ? Millions of moles doesn't make any sense. Moles have to few and far in between to be discreet. Otherwise separating the crap from actual information will be an impossible task in itself.

Dude, i pointed towards the most obvious way : intelligence. Do you realize how many moles America has inside and outside the nation ? Atleast 10 times more than India despite being less than 4 times the population. if 15 billion dollar gets you 4 lakh moles for 15 years, a few hundred million more gets you the COMPLETE set up: from the heirarchy and data recording/logging machinery to those who's SOLE job is to sift through info. Few and far between moles ideology is whats gotten India in such dire straits - where something as HUGE as thousands of infiltrators building entrenched bases on mountaintops gets unnoticed, the Parliament gets bombed, etc. Seems like like most desis, you think of moles in a James Bond kinda way rather than the far more practical and useful way. Dude, if a piddly lil country like East Germany can maintain excellent intelligence service through sheer grunt work, so can India. Besides, don't exgaggerate. I didnt say millions of moles : my example is of 4 lakh moles, ie, 400 thousand. That is a very small number in the face of 1.15 billion and counting. Yes, there will be a lot of junk to sift through (which is why we'd have thousands of people just sifting through passed info) and yes, there will be a traitor : there always is one in every department in every nation's military and intelligence sources. But the positives cannot be denied either and it surely will increase the volume of interceptions and advanced warnings just like TADA did. And it will be far less open for misuse as well, since the intelligence agencies have very little power beyond giving warnings and urgent messages to the enforcement authorities. Couple that with improvement in enforcement pay structure (and thus getting rid of a lot of corruption) would surely serve a very strong deterrence aid for terrorism.
