Militants get stronger, states weaker

So tell me what options do our govt have here which assures the public that they will be secure from now on, as well as which will please the outraged public that FINALLY govt is acting on it without hurting the nation? War on Pak is NOT an option!!

My brief point on the OP: All the technology and weaponry that civlilzed states have are of limited use as states are bound by rules of combat - most importantly, they have to strive minimizing civilian casualties during an offensive. Militants have no such constraints - they strike whenever, wherever, whomever, especially targeting unarmed civilians. It is an uneven playing field.

Quite a lot of things happen on the name of classified operations. Almost every advanced county has a wing in the intelligence that hunts down and wipes out those who pose serious threats. Black ops- never recorded. Human rights are for petty criminals.
