But Dawood, Tiger Memon will not be handed over New Delhi: Even as Pakistan launched operations to close down Lashkar camps, Islamabad formally refused to hand over three of India’s most wanted criminals — Dawood Ibrahim, Tiger Memon (wanted for the 1993 Mumbai blasts) and Maulana Masood Azhar (Jaish-e-Mohammed chief). In a demarche served to the Pakistani high commissioner last week, India had asked Islamabad to take clear steps to bring perpetrators of the Mumbai attacks to justice in India. It also asked for the deportation of Dawood, Tiger Memon and Masood Azhar. While it was expected that Pakistan would not hand over these men, as was clarified by president Asif Zardari, its formal response was given on Monday by foreign secretary Salman Bashir to Indian high commissioner Satyabrata Pal in Islamabad. Citing the lack of an extradition treaty, Islamabad said it would not hand over these men, but would act against them under Pakistani law if India provided enough evidence. Pakistan’s response was expected, and since the three men asked for have not been named in the Mumbai attacks, Pakistan was under no pressure to deliver them. Moreover, the US too did not press for these demands, believing that these could be addressed later. Interior affairs adviser Rehman Malik continued the Pakistani fiction that Dawood and Memon were Indian, not Pakistani, and they were not in the country. On all earlier attempts to get Dawood back, Pakistan had refused to admit that he was there at all. ‘D-network still financing terror’ New Delhi: Indian security agencies have provided to Pakistan details of Dawood Ibrahim’s whereabouts, including the fact that he had recently undergone medical treatment in an army-run hospital. India believes that Dawood’s network continues to finance terror operations here. Instead, following up on an earlier offer, Islamabad offered to send a probe team to India to take the investigations into the attacks forward. “The high commissioner was informed that the government of Pakistan had initiated investigations on its own into the allegations that have surfaced concerning involvement of any individual or entity in Pakistan in the Mumbai attacks,” a statement said. “The foreign secretary noted that to carry forward these investigations, we require detailed information/evidence. In this context, while reiterating our suggestion for joint investigations, the foreign secretary proposed that a highlevel delegation from Pakistan may visit New Delhi as soon as possible,” the statement added. Pakistan’s response to India’s demarche was finalised during a meeting of the defence committee of the cabinet chaired by PM Yousuf Raza Gilani. Defence minister Chaudhry Ahmed Mukhtar, foreign minister Shah Mahmood Qureshi and army chief Gen Ashfaq Kayani too attended the meeting.
