Vijay only bloomed last season, before that he was worth zilch. Hussey can provide you with consistent score game after game that too as a closing finisher which is rare.

He is just getting into the national side and in 1 year will be worth more than a million (FYI, people who had performed less than him like Utappa, Ishant all got 800,000$+). If he is in the auction,he could easily go for lots. But this way, CSK has to pay only 650,000. This is not fair to Vijay who along with Ashwin, would go for as much as tier-2 players would get(Tier 1 being Sachin, Dhoni, Yuvi, Sehwag, Raina).
