it most likely is a test bed for technologies to be used in agni 5 because it is lighter agni 2. Naming it agni 4 now just seems fishy. (could be more than just increase in range that is the byproduct of these supposed newer technologies) Anyways good news.

what is the payload of this thing? how far away are we from ICBMs?
it can carry 1 ton payload for the 3000 km stated range (decreasing payload would increase range and vice versa).

Actually the payload is 800 kg instead of 1 ton .

Christened "Agni-II Prime", the new missile is a two-stage weapon system powered by solid propellant. It is 20 metres long and launch weight is 17 tonnes. It can carry one tonne pay-load. A Defence Ministry spokesman said in Delhi that from now on, the missile will be called 'Agni-IV'.

The missile's payload was reduced from 1,000 kg to 800 kg to give the missile better range.

We are not very far from icbm,agni 5 technically is an icbm ,we are also working on its slbm version as well which is deffo an slbm icbm,then we are also devloping agni 6 ,i belive surya is not scrapped ,some are saying it is but i don't think so,india's focus has now shifted towards submarine launched blastic misiles and cruise misiles like brahmos,nirbhay etc.

Once it reaches a certain stage (i.e. surpass US in GDP if that happens) then it can do it unimpeded. Besides China and Pakistan are India's main threats, it doesn't need a longer range missile. More important than a 12000 km ICBM, it needs a true second strike capability. So the full focus should be on developing submarine launched missiles such as K4 (sub launched A3) and A5(once it is tested) as well as shaurya and nirbhay.

Actually now that I think about it. Agni 2 prime (or Agni 4) could be K4 or a prelude to K4 as well A5. Because miniaturization or sufficient reduction in size of existing components would be required in both cases.
