Why are Indian players not allowed to play in other t20 leagues?

I don't see why Yousuf Pathan cannot play BPL unless he has domestic commitments like the Vijay Hazare Tophy, which he has. BCCI being insecure about the league (IPL) simply proves that they are still not confident about the product.
