Think Rohit and Kohli won it earlier and Iqbal Abdulla won it last year. For this year Shahbaz Nadeem looks to be a strong contender unless they relax the age criteria and hand it to a richly deserving Rahane.

Rahane is 23. For u-19 WC, ICC sets a cut off DOB for player's eligibility. Like for this year's u-19 WC, the cut off date is 1st Sept 1992, which means players playing the WC could be over 19. For this u-23 award, not sure what the criteria is and wether those above 23 are eligible. BTW previous winners of the Citibank Rising Star Award have been Shreevats Goswami (2008), Rohit Sharma (2009), Saurabh Tiwary (2010) and Iqbal Abdulla (2011).
