Drugs : consumption and dealing. No better way to some big pocket money than taking a few packets from here to there or selling it on the street. It's convenient for the big dealers as well to use kids on the front line as shield since the prosecution and punishment rates are low. Prostitution: Another fast track to some easy money. No money for drugs tonight, find someone to sleep with or just allow the drug dealer to be your pimp for a night. Once you get high, it does not matter what the customer is doing to you. Works for both females and males. Uploading compromising and humiliating videos of peers and family: This is the worst of the lot. The victim's life is destroyed forever and all they get in return is some laughs and giggles. Making such videos are not very difficult either these days given the free-sex culture on the rise. If caught, most of the kids get away with warnings only. Rape: Get her high and then take turns on her. Easy fun. If she is really resisting, date-rape drugs are the easy solutions. Rape by party-friends is very frequent and preying is easy because girls do easily put themselves in vulnerable positions for fun with parties, alcohol and tobacco. For most of these crimes, the juvenile laws are very lenient and certainly does not work as a deterrent.

That topic would take a lot of research, but I would begin trying to find out how the law can play the role of a deterrent and less of a protector of a criminal. Punish them well where there is a grave enough crime. For the bullying video above, the kids need to see the inside of a juvenile jail.
