Why is match fixing not a crime?

I cannot understand the legal nuances. Anyone care to explain? Match/spot fixing is technically cheating the board, franchise and spectators. Why are journalists saying section 420 not applicable in such cases? Can we afford to cheat a employer at work in India and walk free :sherlock:

Gullible Indians always want to believe that cricketers are doing some kind of "Patriotic and National service".. when in fact they are run by a private body with vested interests to generate unlimited money for head-honchos to splurge on. It is a business.. plain and simple. If you work for a private company and conspire against the company by either working secretly for the competition or selling their secrets or using their resources for your own benefit.. the worst that can happen to you is that you will get fired. It is not considered a criminal case. I see these spot fixings/bettings in a similar fashion. Unethical and morally bankrupt.. but technically not criminal... But then this is India we are talking about.. Everything is up to the whims of politicians.. (who take the gold medal when it comes to corruption). It's all a mess.
