So, according to this article, the strategy of the BJP government is to use the modern techniques and let only the females cow to born. And thus India will produce a lot of milk in next few years (if successful). 

 

There are 90% male bulls in the shelter. Thus, reducing the numbers of bull that are born, government is hoping that it will overcome this problem. 

 

Nevertheless, a milk giving cow could live up to 20 years. While it is only able to give enough milk till age of 7. After that not only milk decreases, but it is also not able to give birth to a calf. Which means, such cow is going to be kept in the shelter for about 13 years. 

 

And it will take many years for the government to take control the births of calf.

 

I am afraid this plan is not going to work, as the numbers of ageing cows will become a headache in next few years, and even the modern techniques are not going to help the government.
