There needs to be an annual 3-match ODI series between a full-strength India and India 'A'

It would only be effective if the "A" team is based on the votes from public. Otherwise Unadkut and Rayudu and Rahane will be stuffed into A team.. This is what happens in Challenger trophy. Either that or an impartial auditing company like KPMG picks up 15 uncapped players solely based on their stats.
