They are prosecuted in Pakistan and Afghanistan, while they are Shias.  While according to the extremist Sunnis (mainly from Deoband school of thought), Shias are the Worst Creatures of the Universe even worse than Jews and Hindus according to them (Note:  Jews and Hindus are the most hated non-Muslim communities in the minds of extremist Pakistani Muslims). 

 

Within Islam, there is a race if Shias are the worst creatures, or Ahmadis are the worst creatures. Majority consider Ahamadis to be worst, but there is sizeable minority who consider Shias to be the worst.  But still majority of Muslims (mainly Brailvi) still consider to be Muslims and that is why Shias have been living in relative peace all over Pakistan, and that is why Jinnah didn't fear the prosecution of Shias at time of creation of Pakistan (Jinnah was himself a Shia).

 

Iranians are Shias, but also "nationalists", while Hazara in Iran are the asylum seekers. They originally came from Afghanistan while Mujahideen and Taliban kill them for fun of having 72 Hoors in the Paradise. But Iran was itself engaged in a war with Iraq and thus people of Iran became very poor themselves. They were not ready to let Hazara community to get Iranian citizenship and to share their jobs and wealth with Hazaras.
