"After N.Y. bomb scare" phrase is not even close to being true. They have been doing frequently and quite regularly for many decades now. They did this before 911 as well. The only reason they did it in the 90s was because Pakistan was not known famously known back then. It was quite easy to just say that "I am an Indian" and get the job done. Now they have multiple reasons to continue this practice.
