Not just the IPL, they probably dont want to take chances after 26/11 in Mumbai and also the attack on SL cricketers in Lahore. The security situation has changed.

The victory parade will be on open roads in an open bus. There will be common people around and you cannot have tickets or security checks for each person on the road or in buildings
