"Players often give such statements before the start of any important series. You need to back up such talk by delivering on the field. If you can't do that you often look like a fool," the Indian vice-captain said. http://timesofindia.indiatimes.com/sports/cricket/series-tournaments/india-in-england/top-stories/Gambhir-dares-England-Back-up-tough-talk-with-performance/articleshow/9143879.cms Wonder if Gauti said this in the context of the England tour.He could have given a general statement and TOI could have made it up with reference to England tour:cantstop:

Never thought I'd say this about our bowling, but I honestly predict our pace bowlers will expose the English batsmen. They're buying into the hype that their batting is exceptional. But they're going to be in for a surprise.

Gambhir: Harbhajan key to England tour India vice-captain Gautam Gambhir on Thursday said Harbhajan Singh will shrug off his indifferent form and will be a crucial bowler during their England tour. Harbhajan trailed behind part-time left-arm spinner Yuvraj Singh in the wickets section during the World Cup and has not performed to the best of his ability so far. His tally in the on-going series is not impressive, to say the least. He has four wickets in three ODIs and five wickets in the first two Tests. Bhajji has also been slammed for bowling defensively. "For someone who has just taken 400 wickets, how can his form be a worry," Gambhir told reporters. "He is going to be a crucial person for us in England. He will deliver for us, I am very confident about that." India will play four Tests, five one-day internationals and a Twenty20 match during their two-month tour of England, starting July 15. Gambhir said there was nothing wrong with the off-spinner's bowling and requested fans to be patient. "In India, we expect a bowler to take five wickets in every game and a batsman to score a 100 in every innings," Gambhir said. "That is just not possible because every one is a human being." http://www.espnstar.com/cricket/international-cricket/news/detail/item639421/Gambhir:-Harbhajan-key-to-England-tour/

What "tough talk" is he referring to?
He was asked that player,s generally make statements and play mind games what do you have to say about that to which he replied that it happens all the time even if any team tours India they do the same but if you make a statement and you are not able to back it up with your performance on the field then you end up looking like a fool thats what he said .
