Look - http://androidcommunity.com/htc-one-with-an-8-core-processor-reportedly-in-the-works-20130923/ it is right now no app supports it and right now they should concentrate on 64 bit processing which has actual usage on android as it needs 4 gb ram in near future .. performance wise it won't matter.. samsung's current octa is more laggy then snapdragon 800 even if it does better in benchmarks ..note 10.1 is perfect example of this .

And say a heavy game opens 6 threads and say android allocates 1 core for each thread. Its easy to imagine how all 8 cores will be simultaneously used. And this is why Samsung, umi,zte, HTC etc are working or have already released it. what you say is logical but it takes time for even OS to be optimized for it and forget apps .. just because you have octa does not means majority of world does (as there is no need ) so most apps even games would not use more than 4 cores asphalt 8 uses only 2 cores on xperia z1 and ultra and 3 cores on galaxy note 3 during peak load!
