I don't think there is any such rule. India did play one of its home series vs Saffers in Ireland.

That was an ODI series. Maybe he's talking about a test series. I am not aware of any such rule as well.

That was a one off done to increase the profile of cricket in Ireland. The "rule" came into effect after the match fixing saga when BCCI said that it wont send the team to any 3rd country. So along with UAE, out went Singapore and Malaysia.

We did play a tri-series with West Indies and Australia in Kuala Lumpure, I guess in 2006.

I guess we do play at neutral venues in ODIs since a long time. BCCI says its for development of interest in cricket in countries like Ireland, Netherlands, Malaysia among other nations. We just don't want to play Pakistan at neutral venues because a full fledged series needs tests too and we cant play tests in Pakistan and then ODIs in Dubai or England.
