Firstly cause they are taking market share off-course, but more importantly secondly this is just bad for cricket overall; especially if these smaill islands starts their own PL show in a busy test nation like WIndies, soon test cricket will die there for sure. IMHO Not every nation has cricket-crazy or cricket-educated viewers like India to take such stretegic decision to gamble upon domestic cricket.

If huge money is involved in these sort of leagues, it would inspire many youngsters to take up cricket. Esp. in West Indiies where cricket is a dying sport. I would 100% welcome these sort of cricket leagues. Hell with Indian fans who laugh without knowing the facts.
