I am no legal expert but I don't see how you can file a criminal case on betting. I will agree that the action by BCCI was a mellowed and they should've tried to pursue the case but considering the judicial system in India BCCI may have considered it as waste of resources.

Also, I dont think we have a legal procedure in place so as to act against such cases..
