Because in those conditions, you need ability to hit the deck at pace. Remember Dale Steyn at Durban. That was a placid track which had nothing for pacers but he made life difficult for us by hitting the deck at pace and turned the game. Reverse helps as well and for that ball needs to be managed. We do it well in India because ball roughs up early but fail overseas.
