I am not sure about this. Year 1990 - GHI score 32.2 1995 - 27.1 2000 - 24.8 2005 - 24 2013 - 21.3 India's GHI rating has been improving but the rate of improvement has been the least in NDA regime. Main reason of this can be that the good policies of NDA took time to reflect on GHI score. But all in all, we see that the score hasn't improved as much as people would like since year 2000. I am not sure that GDP growth alone would improve GHI majorly, it will require certain specific measures in specific areas imo.

Let a = Proportion of undernourished in the population(as %age of total population) b = Prevalence of underweight in children under five years(as %age of total population) c = Under-five mortality rate (as %age of total population) GHI = (a+b+c)/3 For India, a = 17.5% , b = 40.2% , c = 6.1%. So GHI = 21.3%. We fare very badly in %age underweight in children under five years which brings our GHI score down compared to other countries. For ex, Pak has more underweight people than India (at 19.9%) and more under-five mortality rate (at 7.x%), but due to less underweight in children under five years(30.x%), they have better GHI(at 19.3). from 2002 onwards Congress presided over an unprecedented economic boom unseen in modern India's history, but all their filthy politicians and supporters were busy investing in their personal bank accounts rather than in the country's infrastructure.

Maybe its fair to say that NDA also dint give the GHI parameters the due attention. The GHI should be looked as related to GDP growth but also separately or isolated from GDP growth and with focus on specific areas.
