After qualifiers, there will infinity subs available before the actual tournament begins. Once the actual tournament begins (that is the first group game), everyone will get 40 substitutions irrespective of their previous substitutions. Subs are carried forward in in Cricinfo's leagues, not in BCCI's IPL or CLT20 leagues. :)
