Malcolm Merlyn Posted January 16, 2014 Posted January 16, 2014 A handout for new teachers at this city’s exclusive American Embassy School, an academic oasis for children of American diplomats and other expatriates, offers some unusual guidance to female teachers whose husbands will also be teaching at the school. “The female spouse should not state that she will be working,” the handout states, instructing spouses to list their occupation on visa applications as “housewife,” adding that “no sexism is intended on our part.” That advice, which top Indian officials say is illegal, has ensnared the American school, a cherished institution among foreigners living here, in a growing diplomatic spat between India and the United States that began last month with the arrest in New York of Devyani Khobragade, an Indian consular official, on charges of visa fraud and making false statements in connection with her employment of a domestic worker. ... Hours earlier, the State Department in Washington released a statement that the deputy secretary of state, William J. Burns, had hosted the Indian ambassador, S. Jaishankar, for a lunch meeting at which they discussed “the variety of issues raised by the Ministry of External Affairs via diplomatic note, including alleged issues with the American Embassy School.” “Deputy Secretary Burns conveyed that we take their concerns very seriously and will continue to address them via appropriate diplomatic channels,” the statement said. ... Syed Akbaruddin, a spokesman for the Ministry of External Affairs, said the visa instructions listed on the teachers’ handout were “clearly a violation of tax law.” The handout notes that India has placed restrictions on the number of tax-free visas available to school employees. “So, if you are a teaching couple,” the handout says, “we usually have the male spouse apply for the ‘employment’ visa and the female spouse be noted as ‘housewife’ on the visa application.” One reason the school is widely admired is that it has a veteran and respected staff of teachers recruited in part by generous pay packages, including tax benefits. A senior Indian official estimated that the American Embassy School had at least 16 teachers working illegally, and that smaller American schools in Mumbai and Chennai probably had several more. Its rich they now they somehow outraged about Khobragade. Its also sick and disgusting to see Indians living in America bend backwards to defend their adopted homeland in this thread. Now i am born and raised in the UK and even have visited the Indian consulate in the UK (for visas before i got a PIO card) and even the British embassy in India. I hold my hands up and say point blank that British diplomats get a hell of a lot more perks than their Indian counterparts. Quite frankly India must give the diplomats in India the same treatment their diplomats get in these countries.

Cavityseach: some else stretches open your cavities and peeks in plus other things most probably. You can see why someone who under goes a strip search is likely to report that her cavities were searched, because they were, but she in legal speak she is not being accurate. The ACLU link posted above, i suspect is talking about the procedure legally defined as strip search, but is using the terms in a lay person kind of way. That may be deliberate on their part. Preet was using the bookish definition, while devyani was using the lay-person-speak, some of the supposedly unbiased media sources were hiding this usage difference. When this usage is hidden, people reading devyani's first email would conclude she was lying about the procedures she said was subjected too. That's what i suspect. Devyani was stripsearched(the legal term), so her cavities were searched.

That's what i suspect. thats exactly what it is, the USA has a history of doing this diplomats at airports as well. Look at the level of hypocrisy. Raymond Davis a CIA contractor in Pakistan shoots 2 people dead without any provocation in Pakistan and the USA says he has full diplomatic immunity. http://en.wikipedia.org/wiki/Raymond_Davis_incident the issue is not what Khobragade has done not done. Its the different standards to which the USA holds different countries and its own diplomats. I do believe Preet Bharara also went after Russian diplomats who had done something more serious than Khobragade and the USA state stepped in and stopped them. Even our resident Captain America will not have any answer to that. It effectively means american diplomats can kill people in the third world and get away with it. While underpaying domestic staff is warranted with a strip search. Its the entire american legal system. Lawyers in order to further their political career want big scalps. If you watch the movie american hustle, it is exactly that. People in government want to catch the big fish and make a name for themselves politically. Rudy Gullianni is the template for these sort of ambitious lawyers.

The USA foreign department can say we have found XXX allegations against your diplomat. Therefore we want her to leave the country. End of discussion. When she comes back to India by all means prosecute her for her crimes in the adersh scam. I am no fan of Khobragade. the point in all this is , its not America's business to arrest her. Thats exactly what they did with a whole host of Russian diplomats. they did not arrest them. They asked them to leave the country. Its what the UK did when the Russians were caught drunk driving and causing danger to life. They asked Moscow to withdraw them. Thats how diplomacy works.

Krittika Biswas, the daughter of the vice-consul in the Consulate General of India in New York, was arrested and imprisoned for a night last year after gym and calculus teachers at her Queens high school accused her of sending lewd and violent emails. The next day, Biswas was suspended from John Bowne High School and compelled to attend classes at "an alternate location without an applicable enriched academic program, and more akin to 'reform school,'" according to the lawsuit. Queens District Attorney Richard Brown dropped all charges against Biswas, who was 18 years old at the time, and ordered the records from the case sealed. A spokeswoman for Brown declined to comment because the case is sealed. Biswas has denied sending the messages and her lawyer described the case as one of "mistaken identity." A representative at the Queens high school declined to comment, and one of the teachers involved in the incident, Jamie Kim-Ross, could not immediately be reached. Biswas claimed diplomatic immunity. Ultimately, she returned to India, where she holds citizenship, and has continued her studies there. The lawsuit names Kim-Ross, as well as the principal at John Bowne High School, the city Department of Education, Police Commissioner Ray Kelly and others. In this case this particular girl who was proven to have done nothing wrong. Unless Captain America can find some proof , who knows. She too was thrown in jail. Strip and cavity searched. So strip and cavity search is the modus oparandi of the authorities in new york who clearly dont give a fudge of the Vienna convention. Another case, Dominic Strauss Kahn. Treated in the same way. Ultimately the charges against him were dropped but he too was strip and cavity searched. You know why the Russians are not meted out the same treatment? Cause uncle sam knows that the Russian bear will hit back heavily. Regardless of Khobragade is right or wrong. Who gives a ****. If India had not reacted in the same way as it has then the list of arrests and strip searched would keep on happening. Now the USA will think twice.
