I really do not totally what you mean. But anyways it is simple, if Afzal is alive, one community in India are likely to be pleased because in their hearts, they will have the conspiracy theory that it was not him who has done anything wrong. If he is hanged, there will accusations of human rights violation and injustice so maybe the government is just scared.

When Afzal was sentenced to death, the government "received intelligence inputs" that hanging him could result in a huge uproar in Kashmir and engulf the entire nation as the minority community will be up in arms!! A number of muslim intellectuals have trashed this theory and have supported the hanging. Yet our brave government does not have the courage to take the right step. Sad really.
