It is a noxious pest (not unlike certain members of the Australian cricket team and turncoats!) Chanakya was annoyed, but he also knew that to try to uproot the grass then and there would be futile. So instead he poured sugar syrup on the roots of the grass. In days, ants and other insects had destroyed the grass. Let this be a tale to instruct us. There is a lot of anger against the unfair treatment of Indians and our culture in the media, often by turncoats. We need to channel it correctly.
