All member countries need to Vote "yes" even for this to pass. Just being absent will make it pass or binding.

Every series has two tv right component.Home and Away. For eg. The england series will be telecasted in India(home rights) and outside india(away rights).Both are owned by BCCI and are sold by BCCI. Once this proposal passes India can only sell rights for telecast in India rest of the rights go to ICC.Thats a significant part of the revenue gone.
