He clearly was out of his depth in test cricket for a majority of those tests - i.e. not good enough.  In another country, with better fast bowling reserves, he may not have made it to the national team that early, if at all.   Based on his recent performances, there's a slight hope that he can contribute meaningfully as 3rd pacer, especially on away tours.

It was his own doing.  Ishant would have become a a great fast bowler had he not decided to change his bowling action in 2009 after IPL. He probably took IPL failure to heart.  He was MOS at home in tests against Australia in 2008 but with that change of action, he never remained the same bowler. For next two years, he lost his pace. He got his pace back in 2011 as he refined his changed action, but that effectiveness kept eluding him due to the loss of inswing and seam position that was gave him success in his early years.

Jadeja has quality numbers, and you don't realize that he's only played 34 tests.   And his batting numbers have improved significantly in his last 10-12 tests.

he has made big strides in tests, even as he has regressed in odis.
