Of course it's a controversial issue considering the subjectivity involved thus what Govt can do is to consult various stakeholders ranging from opposition to civil society groups or putting the bill in public domain to invite comments from academics and business class and only after that introduce it in the Parliament. Will be a major milestone in curbing fake news and fraudulent journalistic practices.
