Cars over 1 litre are already taxed more nothing new in it. And if you sell fuel at two price with large variation then it will give birth to big black market. You can tax more and siphon the money to public transport and say as you mention , development of CNG based petrol pump. A ultimatum needs to be given to car industry that, Boss only CNG/Electric vehicles be sold in India by year so and so. A serious effort is needed instead of fighting over whether it should come under GST ambit or if they need to reduce taxes to cut the prices.
