In fact, fast bowlers from u19 used to progress very quickly in the past from Irfan to Unadkat but not anymore because now we have a pool of bowlers, which wasn't the case before. Now it's not easy to break in that quickly. A bowler like Kartik Tyagi would easily have broken through by now in 2010 not now. 

Ganguly used to bring in young pacers - Nehra, Zaheer, Irfan got early chances as a result. The current management believes more in never performing assets like Ishant Sharma more than Porel, Mavi or Tyagi.
