KL Rahul Test Batting Average Lowest for any Indian batsman who has played 45 or more Tests

Among all Indian batsmen who have played 45 or more Tests batting in the top 7, only Kapil Dev (all-rounder) has a lower batting average than KL Rahul's 34. Even Pataudi, Borde, who played in the 50s-60s when India did not have a good cricket team averaged higher than him. So also did MS Dhoni.

 

And KL Rahul was made captain of the team in Bangladesh for the Test Matches 

What is the criteria to be a Test captain? What is Rahul still doing in the team? It seems like Team Management has supreme confidence in him and cannot even drop him in any format. In fact, it appears they are grooming him as a future captain.
