Is it a norm for IAS officers to grovel before ministers ?

Now I hear this lady is a shitty showbiz administrator who does things for social media attention.
 

She was apparently a “ topper “ who is also alleged to have abused the reservation system despite being from a privileged family. 

 

 

Do male IAS officers also grovel like this before ministers ?
