Think they use those hand held speedometers, those are ok.

 

Issue is those net-setting, bowlers is bowling whole day in non-match condition and pushing really hard for 1 fastest reading not to care for line/length or no-ball an extra effort ball may have bowled 146+ kmph 

 

Thats why not a good idea to baseline someone on 1 delivery. for most time he bowled 135 kmph in tnpl , may have bowled 1/2 141 kmph ball. but he is not 140 kmph bowler.

 

Speeds in match settings are more imp.
