He didn't say "Death to thy Neighbour" or call Pakistan out by name or even say that this is how we answer the terrorists. It was a solemn dedication to those who are no longer with us.

This. They accepted they it happened on their soil but no state support was given. Why do they take offence at 26/11 then?
