Who do you think could be behind this? Our Intelligence Agencies, Political opponents, External intelligence agencies?

It might be the Gandhi family then, they have always been suspicious of Pranab. IIRC he was also suspended from the party then. The actual bugging would have been done by IB, they even bugged Abdul Kalam when he was heading the bomb project. He found out and threatened to resign after which the surveillance was pulled.

Yeah, they could've done it because they've always been suspicious of Pranab Mukherjee and do not trust him completely (that is the reason why he has never got the Home ministry despite being the senior most Cabinet minister).
