Not on every occasion the woman takes the initiative, men mostly take the initiative and they dont always stop on the first sign of disinterest from the woman. Men do all sorts of things to attract women and to woo them. Staring, making passes and advances are common in every society. In fact it's far more common in the western society than in the Indian society. The difference is that the Indian women are less open to such advances. They resist and that is why the insistent advances from men are looked down upon. So don't make it look like men are horny only in India.
