Tiger80 Posted March 13, 2012 Posted March 13, 2012 DEHRADUN/NEW DELHI: Congress MP Vijay Bahuguna was today sworn in as the chief minister of Uttarakhand after the Congress overruled a revolt by another MP Harish Rawat, who is said to have offered to resign from the Union government. 65-year-old Bahuguna, son of late Congress leader Hemvati Nandan Bahuguna, was the lone minister to take the oath of office and secrecy at a brief ceremony at the Parade Ground in Dehradun. Governor Margaret Alva administered the oath at the function which was attended by former chief minister ND Tiwari, central Congress observers Ghulam Nabi Azad, Birender Singh, party MP Satpal Maharaj, PCC chief Yashpal Arya, and Bahuguna's sister Rita Bahuguna Joshi. Only 11 out of the 32 Congress MLAs were present besides three independent MLAs -- Mantri Prasad Netani, Harish Durgapal and Dinesh Tanhai -- and Uttarakhand Kranti Dal MLA Pritam Singh Panwar. Prominent Congress leaders Harak Singh Rawat and Indra Hridayesh, who were themselves aspirants for the Chief Minister's post, were conspicuous by their absence as were Harish Rawat's supporters. The Congress, which won 32 seats in the 70-member Assembly, one more than BJP's 31, has managed to get the support of three independents and an equal number of BSP MLAs and that of UKD(K) MLA. But the revolt by Rawat, who is said to have a sizable number of supporters among the MLAs, came as a surprise to the party leadership. Upset over the party decision, Rawat reportedly sent a letter to Congress chief Sonia Gandhi offering to resign. Sachin=GOD Posted March 13, 2012 Posted March 13, 2012 Supposedly the only reason he has been made CM is that he is a relative of BC Khanduri so now when he fights the election to become an MLA, Khanduri won't contest against him. If someone else would have been made CM and he would have fought an election then Khanduri would have certainly contested against him and currently there's a huge sympathy wave in his favor after he lost the election so he would have won easily and then BJP would have got 32 MLAs against Congress' 31 so they would have been in a better position to form the Govt.

At the lower and middle level there is an extreme amount of infighting with multiple factions in constant rivalry with each other. The Sathiamoorty bhavan (Congress HQ in Chennai) is the site of frequent pitched battles between supporters of rival factions within the party. Yet when it comes to the high command, all of them instantly become sycophants of the highest order with each trying to outdo other in become the center's yes man. IMO Congress encourages infighting by frequent changes at the state level by rewarding each faction selectively and not letting a single leader become strong. Guess after burning their fingers with Pawar and Mamata, they dont want to leave anything to chance.

A political party cannot become strong in a state without a leader. Congress didn't have a leader in UP and it performed badly there. It didn't project anyone as CM candidate in Uttrakhand so it didn't perform as well as it should have. In Punjab they named Capt. Amrindar Singh as the leader just 1 week before the election but it was too late and much of the damage was done due to infighting between Amrindar Singh and Rajindar Kaul Bhattal (even then, Amrindar Singh fought very well and whatever seats Congress got in the state it was because of him so if they had named him earlier they would have performed well.) They don't have a proper leader in Madhya Pradesh so even though Shivraj Chouhan makes some mistakes here and there, the Congress always fails to capitalize on them. Digvijay Singh hasn't set foot in MP since the day he lost and he is now concentrating on ruining the Congress' prospects on a national scale. Congress performs well in states where it has/had leaders (YSR in Andhra, Sheila Dixit in Delhi, Ashok Gehlot in Rajasthan, Shushilkumar Shinde/Vilasrao Deshmukh in Maharashtra, Tarun Gogoi in Assam etc) but still the high command tries to impose its will on the state leaderships in many states and consequently suffers. BJP also made the mistake of not projecting one leader for UP and results were disastrous. In Uttrakhand the party won almost all the seats on the goodwill of the CM Khanduri and the slogan "Khanduri hai Zaroori" but Nishank made sure that Khanduri himself lost so BJP has so far been unable to form the Govt.
