It has nothing to do with Indian law . Even if you apply for visa, you will only get visa for particular city ,and vice versa for an Indian applying for pak visia using indian passport .

It happened after the 2005 series when Pakis toured India. Lot of paki fans were given the visa and after the series nearly 2000 or so never went back and are still missing and not accounted for. Now the govt gives the visa for a particular area or a city and it's only for Pakis.

The guy had a British passport but applied for an Indian visa with the Paki passport :hysterical: Maybe he's too smart and saw ithis coming and wanted to earn money without actually playing :haha:
