I heard that too. Its still more than 3 months to go for the retirement of Army Chief Gen. Bikram Singh but Cong has already pushed ahead the file of Lt. Gen. Dalbir Singh Suhag (Vice Chief of Staff in the Army) even though a replacement for the outgoing Army Chief is usually finalized (and named) 2 months before the current Army Chief retires. Gen Bikram Singh will retire on July 31st so his successor should have been named at the end of may/start of June but by that time a new Govt would have taken power so Cong will name the new Army Chief sooner than expected.

I could come up with only one probable reason for such sudden rushed appointments if they are true, if you put up your own guy, then he can make certain particular purchases and go through certain particular middlemen which might benefit the one making the appointment or it is a way of saying thanks for past services. Anyone else have any other reason why a outgoing party would try something like this, that is if the allegations are true?

Can't the decision be reversed by the new Govt?
Here's some speculation on my part - it may not be the real reason but still: Last year Lt. Gen. Suhag's promotion to an Army commander was held up for some time after the then Army chief Gen V K Singh imposed a discipline and vigilance (DV) promotion ban on him. The ban was later lifted by Gen Bikram Singh. Gen V K Singh had charged Lt-Gen Suhag with "abdicating responsibility" in handling a botched operation by an intelligence and surveillance unit under him in "a most unprofessional and lackadaisical manner". But coming as it did in the backdrop of Gen V K Singh's known aversion to the Bikram-Suhag line of succession, it was seen to be a result of factional feuds and personal vendettas engulfing the Army. Gen Bikram Singh, on his part, gave a clean chit to Lt-Gen Suhag. - link 1 link 2 I think the Govt, thinking that with Gen. VK Singh being in the BJP, there may be some problem with Lt. Gen Suhag being named the next Army Chief if left to the new Govt so they may name him sooner than expected.

It's not about money alone but to put down any military action that the next gov may contemplate or may be forced to contemplate by conditions then. In short, create a trust deficit between the armed forces command and gov and reduce their working on matters such as siachen (which they tried to sell down the gutter acc to Baru's book) to less than optimal level.. If the country ends up paying for their folly, doesn't matter, they will have a shot during next general elections atleast.

Admiral Dhowan is the first Navy chief who neither headed any of the two operational commands – western command in Mumbai and eastern command in Vishakhapatnam – nor the Kochi based southern command that focuses on training. Barring two, all previous Navy chiefs were the commander-in-chiefs (C-in-C) of one of two operational commands. The exceptions were Oscar Stanley Dawson (1982-84) and Sushil Kumar (1998-2001), who were the C-in-C of the training command before becoming the chief. Dhowan will remain chief till May 31, 2016. He took over as the vice chief in August 2011. After Admiral Joshi’s sudden resignation on February 26 taking moral responsibility for a string of accidents involving naval platforms, he was asked by the defence ministry to officiate as the Navy chief. The government did not go by seniority and ignored the claims of senior-most naval officer Vice Admiral Sekhar Sinha, who is the C-in-C of the western naval command who has tendered his resignation after being passed over.

Its not just in the Armed Forces. Most probably they will also name India's first Lokpal in a few days. At exit gate, UPA government tries to sneak in lokpal

Barely a month away from completing its term, the UPA government is trying to push through the appointment of India’s first ever lokpal — a corruption watchdog to probe allegations against public officers in high places. This despite a prominent judge and a jurist expressing reservations about the appointment process and wanting no part in it, the Opposition questioning the government’s motives and an ongoing case in the Supreme Court. Prime Minister Manmohan Singh intends to chair a meeting of the selection committee on April 27 or 28 to appoint the lokpal, and wrote to all its members last week asking them to indicate dates between April 24 and 28. This has attracted strong criticism from the BJP as well as jurists. “The UPA’s urgency to appoint the lokpal shows how desperate they are to cover their backs. They will go to any length to appoint handpicked people,” the BJP’s Nirmala Sitharaman said, adding that her party would oppose the government’s move. In February, leader of the opposition Sushma Swaraj — part of the selection panel along with the PM, Speaker, chief justice of India or a Supreme Court judge nominated by him and an eminent jurist — had objected to senior advocate PP Rao’s appointment to the panel, saying he was “pro-Congress”. Common Cause, an NGO that has challenged before the SC the rules governing the appointment of the lokpal, filed a fresh application on Thursday seeking directions to the government “to put the entire selection process for appointment of the chairperson and members of the lokpal… in abeyance”. The court has already issued a notice to the government seeking its response. The case is to be heard on May 5. “Why the great hurry for such an important appointment when this government is to demit office in the next few weeks,” asked senior advocate and former additional solicitor general Vikas Singh. He said the appointment, if the government goes ahead with it, would be legally flawed as a new chairman of the search committee has not been appointed after justice KT Thomas’ refusal to head it. “If the law provides for a particular procedure to be followed, i.e. scrutiny of applications by the search committee...it has to be followed. You can’t do away with it,” he said, adding, “Besides, the election commission could put a spanner as we are in the midst of national elections.” Advocate Prashant Bhushan, who represents Common Cause, said, “It’s a desperate move by the government to somehow appoint their own people in the lokpal.” The lokpal appointment has been marred in controversy. First, noted jurist Fali S Nariman refused to be part of the seven-member search committee tasked with scrutinising applications and recommending names to the selection panel, fearing “the most competent, the most independent and the most courageous will get overlooked”. Then, former SC judge Thomas declined to head the search committee, questioning the need for a panel whose recommendations were not binding. Their replacements have not been notified. But the UPA is still keen to go ahead with the appointment. A government source told HT the PMO was waiting for the availability of Swaraj and minister of state in the PMO V Narayanasamy to hold the meeting. Vidisha and Puducherry, from where Swaraj and Narayasamy are contesting the Lok Sabha polls, vote on April 24. Four sitting Supreme Court judges are understood have applied to be part of the lokpal. The sources said Swaraj could come, despite her objections, and make her point. As for the model code of conduct, they said it had been made abundantly clear by the EC that the government could not stop functioning. “We are only following the laid down process,” they added. The selection process for the lokpal is layered. A sitting or former CJI or SC judge or an eminent jurist will head the watchdog, which is to have four members each from the judicial and non-judicial sides. They are to be appointed by the President on the recommendation of the five-member selection committee. CJI P Sathasivam has nominated justice HL Dattu to the panel while PP Rao is there as a jurist. The selection committee picks names from among those forwarded by the search panel.

SC makes sure that the govt defers the Lokpal selection

The selection of India's first Lokpal, or anti-corruption ombudsman, has been left to the next government. The Centre today told the Supreme Court that the government is not appointing a Lokpal now and no meeting is scheduled either. The court was hearing a petition challenging the Lokpal selection process. A meeting of the Lokpal Selection Committee headed by the Prime Minister, which was to take key decisions, was cancelled in March. The process to appoint members to the anti-corruption body took a major blow when two members - Justice KT Thomas and noted jurist Fali Nariman - quit the panel in March. In the two-tier Lokpal selection process, the search committee has to shortlist candidates for the anti-corruption body, which are finally cleared by the Selection Committee. Justice Thomas, who was to head the search panel, said in a letter to Prime Minister Manmohan Singh, that the committee "cannot make any independent search to find out the most deserving persons" but has to choose from candidates submitted by the central government. He questioned the need for a search panel whose recommendations could be vetoed by the selection committee. To replace these members, the selection committee was to meet, but it never took place. The Selection Committee comprises the Prime Minister, the Leader of Opposition, the Lok Sabha Speaker, a representative of the Chief Justice of India and an eminent jurist. The Selection Committee also took off on a note of discord with BJP leader Sushma Swaraj, the Leader of Opposition in the current Lok Sabha, strongly opposing the Prime Minister's choice of PP Rao as a jurist for the panel.

EC gives UPA permission to appoint new Army Chief. Wow!!! I mean really, Wow!!! With less than 100 hours to go before the Govt. is booted out, it has got a chance to appoint the next Army Chief. It is rightly said that it takes one man to destroy an institution - VS Sampath has done a lot to bring in question the credibility of the EC in these elections.

Oh Wow!.. :hatsoff: Sampath... I hope the new Govt. comes in and investigates this EC and also reverses all the recent decisions of the current Govt. BTW what is the pressing need to change the Army Chief? Are they trying to cover up any other Defence related major scams?
