There's zero reason that you can't accept all stocks before the toss. You haven't taken my permission to run this competition, nor have you taken permission from any admin or staff of ICF. You can't make rules for something that doesn't belong to you. In all fairness, there is absolutely no reason why you should be restricting the stocks at 12 am, I mean, people have some other work too, they may find time only later, but if its without taking any advantage and before toss, then I don't see how can one reject it.
