We are blaming the inadequacy of it. The simple reason this kinda stuff does not happen in the west is because in 99.99% cases, when people do this stuff, they are in lockup within a week, awaiting trial, which would be in the 3-4 months max zone, 'ABC' cases like these are usually done in 3-4 hearings max, usually taking 2weeks to 2 months max (depending on adjournments due to prosecution/defence requesting reasonable time, etc) and within 6 months, they are gonna spend years in jail. That is how it goes down here. Therefore, people do not do it nearly as much. Its all about making sure those who break the law pay for it in a uniform, expedient way. Doesn't matter what the law is, enforcement of the law gets rid of a lot of vengeful related crimes or atleast people deal with it with more rationality. People are not stupid. If people do know that killing someone/maiming someone will get them in lockup for years 99.99% of the time within a few months, they will not do it as much. Its not like people here don't get pissed off when their sons and daughters or brothers and sisters do something they disapprove of (sleeping around, being a druggie etc) but they usually do it in shyte like spray painting your car/trashing your house etc. kinda ways. Torture and killing is simply not the MO in these kinda cases with loonies here, not because their value systems are better or they are more educated/smarter, its because they know they are in lockup within 6 months for years at a time in 99.99% cases like these here. If you do not want the common man to take the law into his/her hands, the legal system MUST be swift, consistent and with a very high rate of dispensation. Otherwise, all these goondagardi will remain.

People in west are far more educated and they know what is good for their family. People who do these in India who do these mostly are awaara loga who don't think much.
