From cricinfo: It was decided by Jaitley Kolkata media predicted a week back that Dalmiya would be supporting Shukla for IPL post. Srini wanted Biswal but Dalmiya opposed it.Pawar proposed Shirke who again was too much a stooge to be given the post of chairman.Shukla threw in his hat and Pawar group supported him and Dalmiya too supported him. Jaitley and BJP are no more Srini supporters after the SC judgement and after Srini tried to take on Anurag Thakur and Amit Shah during the elections.

But that's hardly the point .Every one in BCCI is a crook and currently Jaitely and BJP is deciding is deciding how the crooks run the show .

From cricinfo: It was decided by Jaitley From the same Cricinfo article.One paragraph before the quote you posted but seems you some how miss certain things like Srini. Since Dalmiya does not enjoy a cordial relationship with Biswal, he then suggested the name of Shukla, a seasoned politician. Shukla was a vice-president during Srinivasan's three-year term as president. However, he switched allegiance and contested for the Pawar faction for the post of treasurer. Though he lost the election, Shukla had been keen on holding a major post. Dalmiya is in power thats why Ganguly is in the GC and CAB people are in important committees.Plus he is building new alliances so Scindia heads Finance committee and Shirke is in GC while no Srini man finds a place in any of the powerful committees.
