No, Brazil joined NSG in 1996 while it signed NPT in 1998 . NSG is a body of 48 Nations that can carry out trade in Nuclear materials and technology.This Body controls the Nuclear commerce.This body was formed in 1974 in response to India conducting a Nuclear test.The body has a arbitarary date of 1968 jjust like NPT as the threshhold to recognise a Nuclear power.Means any country that has acquired Nukes post 1968 cant be a member unless it gives up the weapons and signs the NPT. After 24 years of ban on India NSG due to the hectic efforts of US and Bush administration allowed India a waiver as a non member to receive Nuclear material and technology. But since India is not a member this waiver can be taken away any day so it wants to be a member. India is deficient in Uranium and hence it imports Uranium. Now China has blocked India's entry in NSG on the grounds that India is not a signatory of NPT.China has done that because of 2 reasons. 1.If India becomes NSG member it will make India a De Jure nuclear power and give the status of a second power in Asia which China doesnt want. 2.If India becomes a member it can block Chinese ally Pakistan from ever becoming a member. sourab10forever 1

China gives a hoot about Pakistan and its capabilities at the same India have also gone past Nuhuruvian thinking that Pakistan is its competitor. If Pakistanis or Indians are thinking that India is only country which will oppose its bid for NSG , then they are all living in lala land. Fissile material import isnt a issue. NSG allows export/import/co-operation in civil nuclear technology too. China's opposition is more down to its own military ambitions in South China sea and silk route issue. Since independence, India has given away all its bargaining chips with Chinese (Tibet, Pakistan, Lanka). As a result Chinese have been making/planning ports (commercial which can be easily used for military purpose) in Pakistan and Sri Lanka Vietnam Korea. Infact they have reached all the way inside Nepal and Myanmar.This has forced India to align with west.
