Not currently but it was banned twice by GOI during the emergency & in 1992 . Being an offshoot of JeI, since then it has changed its stance from making India an Islamist state to secular state. Now they're into politics as well after the launch of 'Welfare Party of India'.

I am reading a book Shadow War by Arif Jamal on Kashmir. 

Boggled my mind how the fck our governments in 70s and 80s allowed completely unchecked indoctrination of Kashmiris by this JEI. Root of all evil.
