Did T20Is take a back seat for India post 2016?

Let's term the 2007 to 2016 T20 period as the Dhoni era, which had its pros and cons. Post 2016, notable international events were 2017 ODI CT & 2019 ODI WC, along w/ IPL (for T20s) and the quest for #1 ranking in Tests and later the WTC since 2021. T20Is only resurfaced in 2021 with the World Cup in Dubai. 2017-2020 was a lull period for T20s (apart from IPL). Let's term 2017-2020 as the lull period. 

 

With a focus on IPL and no T20 World Cup, did the T20Is take a back seat for India post the Dhoni era? How India could have positioned itself to take the game forward in the lull period? ... Is India coming back on the right track (For example, IPL 2024 was different with teams taking more chances with the bat, helped by the impact player rule)? If not, what needs to be done (I know many are upset with Jaiswal, Rinku, etc. not being given chances)? 

 

Note that the 2024 T20 World Cup is being played on relatively difficult T20 pitches so teams have had to play calculated cricket anyways. India at T20 World Cup in the 2020s:

When we have 2 month long IPL, people are not going to prioritize World T20. 

 

There is just one World Cup. The 50 over one.
